Project Description: Liberty High School is a newly constructed 268,000 sq. ft. high school campus for the Perris Union High School District. The project is a large multi‐use campus with 11 buildings including administration, gymnasium, commons, 6 classroom buildings, theater, student union, and aquatics center. The commissioned systems included: 154 packaged rooftop gas/electric HVAC units, 3 large built‐up Air Handlers w/ 11 VAV boxes, 33 split system fan coils, 47 exhaust fans, HW boilers and pumps, 8 DHW systems, interior and exterior lighting controls, and irrigation systems. The HVAC and lighting controls were interfaced with the District‐wide Energy management system.

Scope of Work Performed: Alpers Engineering provided both the design review and construction phase Cx. The District asked Alpers to assist with the development of the Owner Project Requirements document as the guideline for the design team. This was reviewed with the BOD and design documents to ensure District requirements were met. We performed a comprehensive Cx design review of the contract documents for clarity, completeness, and compliance. 117 design issues were observed, tracked, and resolved before bidding. MEP submittals were reviewed against the contract documents and 99 Cx issues were identified. The building construction and building turnover were multi‐phased, so properly coordinated Cx testing and system checkout was critical to ensure Owner Readiness. High attention to detail was required to ensure systems were installed properly and operating correctly. Over 1400 construction phase Cx issues were observed and ultimately corrected by the contracting team. The Cx scope included a Cx systems manual, training overview, and warranty walk‐through at 10 months.
